This is the page the old site called “Transaksione Ministri” — the difference is that here it holds every institution under the ministry, not only its apparatus. The group is not only ministries: the Presidency, the Assembly, the political parties and debt service sit in the same column of the source.
The source records the line ministry and the expense category only from 2014. The 434,495 payments of 2012–2013 appear under no ministry and carry no category, because the tables of those years do not hold either. Their values and parties are complete.
The largest group, “Unspecified” (code 00), is not a gap in the data: it is local government. 873,670 payments by the municipalities, the regions and their enterprises — which have no line ministry because they are not central government. The name is the one the source publishes.
The treasury records a line unit on every payment, and not all of them are ministries: parliament, the Prosecutor General, the electoral commission and the statistics institute are units of their own. They are separated here — the ministries first, then the rest.
